Kaara Fankaara seems to be addressing a black, dangerous snake that represents love here. Kaara is Dark, Black, and fankaara (more often funkaar/funkaara) is a hissing sound made by a snake. So here Kaara Fankaara means a dark snake's hissing, which can attack suddenly out of nowhere. The idea is that love is like a dangerous snake that suddenly comes and attacks you and you don't even realize when it happens.

kaara fankaara kab aaye re
kaara fankaara tarsaaye re
ho wo.. fankaara..
kab aaye re.. tarsaaye re..

when does this black snake comes,
this black snake tantalizes..
the black snake...
when does it come, and torture you (you never know)..

Dama Dama Dama Dey, DaDa Dey DaDa Dey Dey,
Dama Dama Dama Dey, DaDa Hoye Hoye Hoye Hoye

[background sounds, don't have any meaning.]

kabhi kabhi chale goliyaan
dil mein ho kar ke Thoyen Thoyen

sometimes there is shooting,
in the heart, with loud sounds...

phirte hain love to die,
par rakhta hai alive
ye drug hai karta high
khilaaRi ko lalchaaye

they love to the limit of even dying for it
but this love also keeps them alive,
this drug keeps them high,
and tempts the players (of this game)..

kaara fankaara kab aaye re
kaara fankaara tarsaaye re
ho.. wo.. fankaara..
kab aaye re.. tarsaaye re..

kabhi kabhi chale goliyan
dil mein hokar ke thoyen thoyen

everywhere I go
saaDDa taa chalda jor

everywhere I go,
my effect is there.

play.. play.. I’m a gamer!
mo..mo..mo..mo.. one more ride

gehra luft hai tum nahi samjhoge

it's a deep joy, you won't understand it.

(Probably a wrong word there, lutf is a word which means joy. Don't know of any word called luft in Hindi/Urdu.)

kaara fankaara kab aaye re
kaara fankaara tarsaaye re
ho.. wo.. fankaara..
kab aaye re.. tarsaaye re..

kabhi kabhi chale goliyaan
dil mein hokar ke Thoyen Thoyen

go via mumbaiya
OR
gova ya Mumbaiya

[This could be Go via Mumbai (ya/yeah at the end seems kinda casual) OR 'gova (the way goa is spoken in Hindi) ya Mumbaiya', meaning 'Goa or Mumbai'/'from Goa or Mumbai.' Mumbaiya = from Mumbai/related to Mumbai.]

kaara fankaara kab aaye re
kaara fankaara tarsaaye re
wo.. fankaara.. kab aaye re..
tarsaaye re..

picture abhi baaki hai mere dost.

The film is not yet over, my friend.
