Here I'm talking about the main one line that is there in the Dream Girl version of the song.
In short, the meaning is: The clouds have parted, and water is leaking drop by drop.
Going in more detail (of the same line), the line is:
ढगाला लागली कळ पाणी थेंब थेंब गळ
OR
Dhagala laagli kaaLa, paaNi themb themb gaLa
It's a little easier to understand if you can read Devanagari (Hindi script). In case you're unfamiliar with the letter ळ, it's something between ल and ड़, sort of. You can listen to it carefully in the song.
Here ढग (Dhaga) is cloud, and the first part means "it's started coming out of the cloud" or 'the clouds have parted'.
In the second part, पाणी (paaNi) is of course water, and themb themb is drop by drop. Thus the line means, water is leaking drop by drop.
So the entire line goes, The clouds have parted, and water is leaking drop by drop. The line apparently is quite double meaning, if you know what I mean.

Locha is a Marathi word. However, it's also spoken in Hindi, especially in Mumbaiya Hindi, and has become quite like part of a slang, used quite commonly.
Ulfat, on the other hand, is a word that is Urdu and is used frequently in Urdu poetry, ranging from Ghalib and Mir's days to '90s Bollywood songs.
As far as I know, I have never seen the two words in one line, let alone join them to make one word. That's what Amitabh Bhattacharya just did.
As for the meanings, Locha means a problem, Ulfat means Love, and -e- is used in Urdu for the preposition 'of.' So locha-e-ulfat means The problem of love. And hence the line, Locha e ulfat ho gaya means that the problem of love is here!

However, the song here is not sung by the husband/husband-to-be, but by the mother and the family of the bride, who are happy that their little girl is a bride on the day and so the words 'my new bride'.
As per a tweet by Swanand Kirkire, Navrai is a bride who loves the moon. Majha is marathi for mine. Majhi, of course, is the female gender for the word.
